Planner III

Serves as a senior planner responsible for managing planning and policy studies, developing land use and policy recommendations, and/or reviewing complex public facilities projects. Researches, analyzes, prepares and presents rationale and recommendations to department staff, the community, and appointed and elected officials on planning and policy studies, proposed amendments to the Comprehensive Plan, and/or complex public facility projects. Provides justification and rationale for planning recommendations and evaluates the impact of proposed Comprehensive Plan changes with input from the public and other county agencies. Formulates work programs and serves as team leader on consultant and staff studies. Acts as liaison to citizen task forces or other stakeholder groups. Prepares a variety of written and graphic materials including research reports and staff reports for, and in support of, public facility reviews, Comprehensive Plan amendments and planning studies. Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university in a planning related field; plus four years of experience in a planning-related field, preferably in the specific area of assignment. A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of three years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Strong abilities in project management and written and oral communications. Ability to handle multiple deadlines. Professional experience in planning, policy development, project management, presentation and group facilitation skills. Experience using standard communication, word processing, database and GIS software. Experience working in a local government planning office and supporting public boards and commissions. Ability to work independently.

PHYSICAL REQUIREMENTS:
Position is primarily sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under 15 pounds in weight. Work assignments may also require that the employee make site visits and inspections. Employee must be able to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
