Education Specialist II

The Department of Education and Early Development, Division of Innovation and Education Excellence is recruiting for an Education Specialist II to join our Special Education team. This position is responsible for ensuring compliance with the special education programs and services for all eligible students with disabilities in Alaska, interpreting state and federal special education laws and regulations, and recommending appropriate policies and procedures.

As a team member, the selected candidate will monitor school districts during verification visits to determine if the district is in compliance with state and federal regulations, evaluate program and student eligibility, determine if corrective actions are required, and monitor the completion of any required corrective actions.

This position serves as the program manager for approximately 18 school district special education programs, which includes approving grant applications; providing technical assistance on a daily basis to district staff and parents; and providing department assistance in assigned specialty areas. The incumbent also serves as a department representative on teams and leads meetings related to special education projects. The selected candidate will serve on committees in such areas as complaint investigations, due process hearing requests, mediations, IEP facilitation, Alaska State Special Education Conference (ASSEC) Board, Stone Soup Group - PTI (Parent Training Initiative), Alaska Parents' Guide, Department of Labor - Division of Vocational Rehab (DVR), Procedural Safeguards, Special Olympics, eLearning and online education modules, and the Governor's Council on Disabilities and Special Education sub-committees.

Travel in small planes in Alaskan weather may be required for this position. Candidates for this position may be required to drive during monitoring trips, also in Alaskan weather conditions. Occasional travel to districts in rural areas where no hotel accommodations are available may be necessary, requiring the candidate to sleep in the school facility.

Special Notice:
Applicants are required to possess (or be eligible for) a Initial, Professional or Master Alaska Teacher Certificate or Administrator Certificate with an endorsement in special education OR a Professional Type C Alaska Teaching Certificate with an endorsement in a Related Service. Applicants will be required to possess an Alaska Teacher Certificate at the time of employment and be required to maintain certification as a condition of employment. Specific endorsements in special education or related service are required.

MINIMUM QUALIFICATIONS:

Bachelor's degree from an accredited college and four years of professional experience in education, one year of which was as a staff advisor/specialist, administrator, supervisor or consultant in planning, developing and maintaining standards and evaluating educational and vocational curricula or educational programs in a specialized field.

Substitution: Appropriate graduate study may be substituted on a year-for-year basis for the non-specialized experience to a maximum of two years.

EDUCATION

If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution. It is your responsibility to provide such evidence when applying.
